Designates the Nebraska Department of Transportation as the rail transportation authority responsible for preparing, maintaining, and administering a state rail plan, with initial plan due by June 30, 2027

Requires the department to conduct an annual study of passenger rail service before November 1 each year and submit findings to the Clerk of the Legislature by December 31

Mandates the Governor or designee approve or deny submitted rail plans within 30 days, with approved plans then submitted to the U.S. Secretary of Transportation per federal requirements (49 U.S.C. 22702)

State rail plan must include descriptions of existing passenger rail service, railroad tracks needing upgrades, proposals for increasing freight and passenger capacity, and options for obtaining federal grants

Department must consider public feedback, input from rail advocacy groups, economic development opportunities, and intrastate/interstate transit needs when preparing or revising the plan
