Increases the sealed bid threshold for joint entities from $100,000 to $750,000 (for entities with gross revenue under $500 million) or to $1.5 million (for entities with gross revenue of $500 million or more)

Establishes the same tiered sealed bid thresholds of $750,000 and $1.5 million for public power districts based on the $500 million gross revenue dividing line

Reduces newspaper advertising requirements from "once a week for at least three consecutive weeks" to "once in three issues, not less than seven days between issues" for certain contract notices

Applies to contracts for construction, maintenance, purchase of materials, machinery, and apparatus for electric generating facilities, power plants, hydrogen/ethanol systems, and irrigation works

Amends sections 13-824.01, 13-824.02, and 70-637 of Nebraska Revised Statutes
