Applies to all credit-bearing coursework in grades 3-12, requiring a standard grading scale, consistent rules for grade calculation, numerical rounding, treatment of late assignments, and uniform weighting for advanced courses

Mandates that school districts measure academic performance identically for resident students and enrollment option students, addressing inequities when students transfer between districts or apply for scholarships

Requires districts to publish the grading scale in student handbooks, course catalogs, and websites, and to report grades to the state in a standardized format for public reporting

Directs the Department of Education to provide training and technical assistance to schools and submit annual compliance reports to the Legislature's Education Committee
