Expands the definition of "covered design features" to include 11 specific manipulative design elements such as infinite scroll, auto-playing media, engagement quantification (likes/views counts), gamification, notification clustering, virtual currencies, image-altering filters, barriers to account deletion, and AI features that simulate human conversation

Removes the requirement that covered online services must derive at least 50% of annual revenue from selling or sharing personal data to be subject to the Act, broadening which businesses are regulated

Prohibits covered online services from offering minors a single setting to make all privacy settings less protective at once, and bars prompting minors to weaken privacy settings unless strictly necessary for a requested feature

Requires covered online services to provide a prominent tool allowing minors to request account deletion or unpublishing, with requests honored within 15 days

Removes the requirement that services delete personal data collected for age verification after use, while maintaining the prohibition on using such data for other purposes
