Adds "structurally totaled vehicle" as a new category requiring salvage branded certificates of title, defined as vehicles totaled due to kinks or creases in frame rails, unibodies, or structural components including engine cradles or rear differentials

Excludes vehicles from the structurally totaled designation if the damage is limited to hail or cosmetic damage, or if repair costs do not exceed 75% of actual cash value

Requires insurance companies to obtain salvage branded certificates of title when acquiring vehicles through total loss settlements resulting from structural damage determinations

Adds "consumer care" definition by reference to existing statute section 60-1401.10 for purposes of salvage title provisions

Amends Nebraska Revised Statutes sections 60-171 and 60-173 relating to motor vehicle salvage branded certificates of title
