Creates the Recreational Vehicle Industry Regulation Act establishing a separate regulatory framework for RV dealers, manufacturers, and distributors, requiring licensing and manufacturer-dealer agreements for all new RV sales in Nebraska beginning January 1, 2027

Expands the Nebraska Motor Vehicle Industry Licensing Board from 9 to 11 members by adding one RV dealer and one RV manufacturer representative, with appointments required by January 1, 2027

Establishes dealer protections including 120-day notice requirements before manufacturers can terminate agreements, 90-day cure periods for violations, mandatory repurchase of inventory at 100% of net invoice cost upon termination without good cause, and prohibition on coercive practices

Requires warrantors to compensate dealers for warranty service at rates not less than the dealer's retail labor rate for non-warranty work, pay wholesale cost plus up to 30% handling charge for replaced parts, and process claims within 45-60 days

Removes recreational vehicles from the Motor Vehicle Industry Regulation Act's manufacturer ownership restrictions and redefines "motor vehicle" in warranty statutes to exclude recreational vehicles as defined in the new act
