Creates a new annual hangtag permit for Nebraska state parks beginning January 1, 2027, available only to residents, priced at the cost of one annual permit plus one duplicate permit plus a convenience fee not exceeding $15.

Hangtag permits can be transferred between motor vehicles registered to the permit holder in Nebraska, unlike standard permits which are non-transferable and valid only for the specific vehicle issued.

Hangtag permits must be displayed by hanging from the rearview mirror or placed on the front dash if no mirror is present, rather than affixed to the windshield like standard permits.

Hangtag permits cannot be reproduced or replaced if lost or stolen and may only be purchased at commission central/district offices or designated state park areas, not through other retail outlets or online.

Amends sections 37-438, 37-440, and 37-443 of Nebraska statutes to incorporate hangtag permit provisions alongside existing annual, temporary, disabled veteran, and active-duty military permits.
