Amends Nebraska Liquor Control Act section 53-123.17 to create a new "consumption-only" class of entertainment district license for businesses that do not hold retail, craft brewery, microdistillery, or manufacturer's liquor licenses

Allows local governing bodies to designate consumption-only areas within entertainment districts where patrons may carry alcoholic beverages purchased from licensed vendors into and out of participating businesses

Sets the consumption-only license fee at $25 payable to the Nebraska Liquor Control Commission, compared to $300 for standard entertainment district licenses

Consumption-only license holders may not sell or serve alcohol themselves but may allow patrons to bring in drinks purchased from other entertainment district licensees

Requires local governing body approval of both the consumption-only area designation and individual license applications before the commission may grant such licenses
