Updates the International Residential Code reference from 2018 to 2009 edition in the state building code, while maintaining other code components at 2018 editions

Prohibits counties, cities, and villages from adopting or enforcing local building, construction, electrical, or energy codes more stringent than state-adopted versions until January 1, 2031

Requires local governments to provide independent third-party evidence that any code update is necessary to protect the public from "eminently dangerous situations" or is required by state/federal law before adoption

Downgrades the Nebraska Energy Code and state building energy requirements from the 2018 International Energy Conservation Code to the 2009 edition

Updates the state electrical code reference from the 2008 National Electrical Code to the 2023 edition, while retaining the 2017 edition standards for specific ground-fault circuit interrupter and service disconnect sections
