Creates the Nebraska Youth Pre-Apprentice Conservation Program, administered by the Game and Parks Commission beginning January 1, 2027, to employ opportunity youth on natural resource conservation projects combining academic, environmental, and job skills training

Targets unemployed Nebraska residents ages 16-20 who are on probation, supervision, or in diversion programs, with priority given to youth from qualified census tracts; participation lasts six weeks with pay at minimum wage or higher

Defines "opportunity youth" as children impacted by trauma or adverse childhood experiences, those with negative law enforcement contact, or those struggling in or at risk of not completing school

Transfers $750,000 from the Workforce Development Program Cash Fund to the newly created Nebraska Youth Pre-Apprentice Conservation Program Fund; the fund may also receive legislative transfers, gifts, grants, and bequests

Requires the commission to report to legislative committees by December 31, 2027, on participant demographics, compensation rates, project types, and environmental/economic significance of completed work
