Amends Nebraska statute 79-209 governing school district reporting of student absences to county attorneys

Specifies that only unexcused absences of 20+ days per school year may be reported to county attorneys, and only after documented intervention efforts have failed

Excludes from "unexcused absences" those excused by parents for physical or mental illness, absences by pregnant or parenting students under school policy, and absences by students with IEPs, 504 plans, individualized family service plans, special education services, or McKinney-Vento homeless eligibility when related to those programs

Requires schools to notify families in writing before referring a child to the county attorney and establishes that failure to document required intervention efforts is a defense to prosecution

Prohibits illness that makes attendance impossible or impracticable from being the basis for county attorney referral
