Establishes a maximum aggregate appropriation of $150 million for any single approved convention center project under the Convention Center Facility Financing Assistance Act, with special provisions for eligible facilities within 600 yards of the State Capitol

Allows political subdivisions to apply for state assistance once they have approved the acquisition, construction, improvement, or equipping of eligible facilities (previously required facilities to already be acquired or constructed)

Removes the requirement for political subdivisions with applications approved prior to October 1, 2016 to submit maps to the Department of Revenue showing areas within 600 yards of eligible facilities

Expands the County Visitors Improvement Fund under the Nebraska Visitors Development Act to allow proceeds to be used for maintenance of visitor attractions and facilities, in addition to expansion and improvement

Broadens the definition of "visitor attraction" to include locations that provide entertainment or have exhibits, displays, or performances, not just those with educational, cultural, historical, artistic, or recreational significance
