Amends Nebraska statute 43-2101 to expand health care consent rights for minors under 19 who are pregnant, are parents of a child under 8, or are experiencing pregnancy-related conditions including miscarriage, stillbirth, ectopic pregnancy, or molar pregnancy

Adds new provision allowing persons 18 or older to make all health care decisions without parental consent, expanding beyond the existing allowance for mental health services only

Excludes persons in custody of the Department of Health and Human Services pursuant to a juvenile court order from the new consent provisions

Retains existing law that sets the age of majority at 19 in Nebraska, with marriage before 19 ending minority status

Preserves existing rights for those 18 and older to enter contracts, execute financial documents, and acquire or convey real property
