Establishes the Prior Learning Act requiring the Coordinating Commission for Postsecondary Education to approve a list of prior learning examinations and minimum cut scores by September 1, 2026

Requires all Nebraska public postsecondary institutions to develop written policies by October 1, 2026 for awarding academic credit to students who meet or exceed cut scores on approved examinations

Credits must be prioritized toward general education, major, or degree requirements over elective credits, with institutions required to establish transcript recording and transfer processes

Institutions may request commission approval to require higher minimum scores than the statewide cut score if justified by evidence of student performance or course success rates

Mandates annual reporting by December 31, 2027 and each year thereafter on the number of students and credits awarded, with the commission submitting compiled summaries to the Legislature's Education Committee
