Creates a new category of "court operations officer" defined as non-sworn county, court, or judicial district employees who provide courthouse security screening, serve civil process and protection orders, or maintain safety during judicial proceedings

Consolidates existing assault statutes by replacing references to specific categories (peace officers, probation officers, firefighters, emergency care providers, correctional employees, DHHS employees) with the broader term "public safety officer"

Establishes three degrees of assault on public safety officers or health care professionals: first degree (Class ID felony) for causing serious bodily injury, second degree (Class II felony) for causing bodily injury with a dangerous instrument, and third degree (Class IIIA felony) for causing bodily injury

Extends protections for assault with bodily fluid to include health care professionals in addition to public safety officers, with enhanced penalties (Class IIIA felony) when the bodily fluid source is known to be infected with HIV, hepatitis B, or hepatitis C

Repeals section 28-931.01 (assault using a motor vehicle) and updates cross-references throughout the Nebraska Criminal Code, Public Protection Act, and habitual criminal statutes
