Amends the Political Subdivisions Tort Claims Act to create an expedited claims process for property damage caused by sewer system backups due to negligence by political subdivision employees or their contractors

Requires political subdivisions to pay claims within 90 days of filing when a private residence or other building is damaged by a negligent sewer backup and the damage amount is known and undisputed

Applies specifically to sewer systems owned and operated by political subdivisions (cities, counties, etc.)

Allows political subdivisions to bring recovery actions against contractors when the contractor's negligence caused the sewer backup damage
