Authorizes speed camera enforcement in highway work zones when workers are present, using photographic, radar, laser, or other devices to detect speeding and capture rear license plate images

Requires signage at work zone entry warning that speed enforcement systems may be in use, plus a clearly marked law enforcement vehicle present in or near the zone

Sets an 11 mph buffer before enforcement activates—systems cannot record vehicle speed or license plate images unless the vehicle exceeds the speed limit by more than 11 mph

Excludes work zone speed enforcement cameras from the Automatic License Plate Reader Privacy Act, meaning data captured by these systems is not subject to the same retention and privacy restrictions as general ALPR systems

Amends Nebraska Rules of the Road (sections 60-601, 60-605) and the Automatic License Plate Reader Privacy Act (section 60-3202) to add definitions for "highway work zone" and "speed control enforcement system"
