Creates the Child Care Cash Fund administered by the Department of Health and Human Services to provide sustained investment in Nebraska's child care system

Fund revenue sources include General Fund transfers authorized by the Legislature, private gifts, grants, donations, and other legislatively directed funds

Permitted uses include child care subsidy program operations, timely provider payments, reimbursement rates supporting provider stability, administrative costs, and quality improvement/workforce supports

Prohibits using fund money to supplant the state's required match for the child care subsidy program

Requires annual electronic reporting to the Legislature on fund expenditures, number of families/children served, applications received/accepted/denied, denial reasons, and pending applications
