Consolidates and relocates key victims' rights definitions (including "victim," "plea agreement," and "intimate partner") from sections 29-119 and 29-120 into section 81-1848, then repeals the original sections

Requires county attorneys to consult with or make good faith efforts to consult with victims regarding plea agreement content and reasons before reaching such agreements, and to document these consultation efforts in their files

Expands victim rights during trial proceedings, including the right to be present throughout the entire trial unless the court finds their presence would compromise the defendant's right to a fair trial (removing the automatic exclusion when victims are called as witnesses)

Grants victims the right to be heard during bond modification proceedings and to read or have a representative read their written impact statement aloud at sentencing hearings

Adds notification requirements for victims in domestic abuse cases regarding requests to modify defendant's bond, and requires notification to victims when jailhouse informants receive leniency for testimony against suspects
