Requires operators of conversational AI services to clearly disclose to minor account holders (under 18) that they are interacting with artificial intelligence, either through a persistent visible disclaimer or at the beginning of each session and every three hours during continuous use

Prohibits operators from providing minors with unpredictable reward systems designed to encourage engagement, and requires reasonable measures to prevent AI from generating sexually explicit content, romantic/sexual statements, or content that could mislead minors into believing they are interacting with a human

Mandates operators adopt protocols to respond to user prompts about suicidal ideation or self-harm by referring users to crisis services such as suicide hotlines

Prohibits operators from knowingly programming AI services to claim they provide professional mental or behavioral health care

Grants the Attorney General exclusive enforcement authority with civil penalties of $1,000 to $500,000 per operator per violation, plus actual damages and legal costs; no private right of action is created; operative date is July 1, 2027
