Amends Laws 2025, LB261, section 245 to expand eligible uses of $4,880,762 General Funds appropriated for mentorship programs in both FY2025-26 and FY2026-27

Expands mentorship program eligibility from nonprofits that only improve reading levels to those that "either improve reading levels or promote professional growth" for elementary students

Department of Economic Development retains authority to design eligibility requirements for qualifying nonprofit organizations

Declares an emergency, making the act effective immediately upon passage and approval
