Amends section 13-2603 of the Convention Center Facility Financing Assistance Act to modify the definition of "eligible facility"

Creates an exception for sports arena facilities with seating capacity greater than 16,000 seats if the facility is located in a city of the primary class (Lincoln)

Previously, sports arenas exceeding 16,000 seats were excluded from eligibility for state financing assistance under applications received after February 1, 2008

Allows larger sports arena facilities in primary class cities to qualify for state convention center financing assistance, including up to $150 million in maximum aggregate appropriations
