Expands the definition of "designated legal profession shortage area" from counties with fewer than 15,000 inhabitants to counties with fewer than 75,000 inhabitants, significantly increasing the geographic eligibility for the loan repayment program

Requires a transfer of funds (amount marked as "XXX" - to be determined) from the State Settlement Cash Fund to the Legal Education for Public Service and Rural Practice Loan Repayment Assistance Fund upon the act's effective date

Maintains existing program requirements that eligible areas must be rural, not included in a metropolitan statistical area, and determined by the board to be underserved by legal representation

Amends Nebraska Revised Statutes sections 7-203 and 59-1608.04 to implement these changes
