Industrial integrators (large corporations controlling entire livestock supply chains for poultry, hogs, and cattle) must develop and submit annual disaster mitigation plans to the Department of Health and Human Services

Plans must identify coordination contacts within a five-mile radius including local health departments, hospitals, emergency responders, veterinary clinics, livestock transportation companies, other confined feeding facilities, and village/city mayors

Disaster events covered include infectious disease outbreaks (such as avian influenza and other zoonotic diseases), natural disasters, and other events substantially disrupting normal operations and public health

Plans must detail procedures for reporting exposures, monitoring exposed individuals, acquiring and distributing personal protective equipment for workers and responders, and supporting emergency response continuity

Plans must include disease control measures such as protocols limiting contact with infected animals, procedures for isolating affected animals while protecting wellhead and drinking water resources, and strategies to reduce transmission within and between facilities
