Amends Nebraska statute 81-12,162 to change the Department of Economic Development's annual small business investment program funding requirement from a mandatory "shall" to a discretionary "may" award up to $3 million

Gives the department flexibility in determining annual funding levels for grants to microloan delivery organizations, microloan technical assistance organizations, and innovation hubs

Maintains all other existing program requirements including the 35% nonstate matching fund requirement, $150,000 maximum microloan cap, and 50% minimum allocation for small business technical assistance
