Creates up to five neighborhood data collaborative pilot programs funded through the Department of Health and Human Services to use data in support of community-identified priorities

Requires each pilot to include at least one regional planning organization, one local nonprofit, and three neighborhood associations, with shared governance and resident leadership

Authorizes funds for technology and data tools, community engagement, resident data training, staffing, coordination, and evaluation activities

Mandates annual electronic reports to the Legislature covering activities, outcomes, resident participation, lessons learned, and scalability recommendations

Expresses legislative intent to appropriate $250,000 to the Department of Health and Human Services for program implementation
