Amends section 37-314 to change the Nebraska Game and Parks Commission's authority to set rules on hunting, fur-harvesting, and fishing gear from permissive ("may") to mandatory ("shall")

Requires the commission to fix, prescribe, and publish rules regarding methods, types, and specifications of gear used for taking game, fish, fur-bearing animals, and game birds

Maintains existing commission authority to pass orders on conservation matters, open/closed seasons, bag limits, and taking of specific species in designated areas

Retains requirements for public hearings with 30 days notice and 15-day posting period before commission orders take effect

Violations remain a Class III misdemeanor with a minimum fine of $100
