Amends Nebraska's Medical Assistance Act (Section 68-901) to add definitions for implementing federal Medicaid community engagement and work requirements under the One Big Beautiful Bill Act (Public Law 119-21)

Defines "extended period of time" for short-term hardship exemptions as one or more overnight stays, two or more trips, or sustained absence from residence that interferes with meeting engagement requirements

Defines "inpatient hospital services" as hospital admission under physician order consistent with 42 C.F.R. 412.3, beginning on admission date regardless of length of stay, including related outpatient, observation, diagnostic, recovery, or follow-up care

Defines "outside of the individual's community" as travel outside the individual's county of residence

Defines "serious or complex medical condition" as conditions described in 42 C.F.R. 440.315, including any condition for which Medicaid coverage is medically necessary
