Prohibits persons convicted of sexual assault, sexual abuse of a child, domestic assault, child abuse, or related offenses from monitoring or providing instruction at private/parochial schools that elect not to meet state accreditation or approval requirements ("exempt schools")

Prohibits parents, legal guardians, or educational decisionmakers who are subjects of child abuse or neglect reports from transferring students to exempt schools during active investigations or Review, Evaluate, and Decide Team reviews

Requires the Department of Health and Human Services to notify a student's current school and the Commissioner of Education when a child abuse/neglect investigation restricts school transfer eligibility

Mandates that schools or the Commissioner immediately notify local law enforcement if a transfer request or election filing is made in violation of the restriction during an active investigation

Adds "exempt school" and "educational decisionmaker" as defined terms in the Child Protection and Family Safety Act and establishes confidentiality requirements for transfer restriction notices
