Amends Section 43-274 of the Nebraska Juvenile Code to establish a 90-day deadline for the Court of Appeals to render judgment on appeals of juvenile court transfer decisions.

Requires appeals of orders granting or denying transfer from juvenile court to county or district court to be filed within 10 days and advanced on the court docket without time extensions except for exceptional cause.

Maintains existing provisions allowing county or city attorneys to offer pretrial diversion programs and restorative justice practices for juveniles, with voluntary victim participation and sliding-scale fees.

Preserves requirements that juvenile court must schedule transfer motion hearings within 15 days of filing and issue decisions within 30 days of the hearing.
