Creates a new fee-based hunting and fishing permit option for Nebraska veterans with VA disability ratings of 10% or more who were honorably discharged or discharged under honorable conditions

Sets permit fees at $90 for a three-year permit or $135 for a five-year permit, which includes combination fishing and hunting permit, habitat stamp, aquatic habitat stamp, and Nebraska migratory waterfowl stamp

Maintains existing free perpetual permits for veterans with 50% or more VA disability rating or those receiving VA pension for total and permanent non-service-connected disability

Amends Section 37-420 of the Revised Statutes to add this intermediate tier of veteran benefits between fully disabled veterans (free permits) and non-disabled veterans (standard fees)
