Establishes a state docket fee on civil cases and traffic offenses filed in Nebraska courts: $116 for district/Supreme Court civil cases, $70 for county/juvenile court civil cases, $111 for dissolutions, $61 for traffic misdemeanors/infractions, and $38 for small claims

Creates the Supreme Court Operations Cash Fund to support administrative operations of the Supreme Court, Court of Appeals, district courts, juvenile courts, county courts, and Nebraska Probation System

Creates the JUSTICE Software Cash Fund to cover costs of purchasing, implementing, and maintaining court software systems

Allocates $10 of each state docket fee to the JUSTICE Software Cash Fund, with the remainder going to the Supreme Court Operations Cash Fund

Exempts counties, cities, and villages from paying state docket fees that have been deemed uncollectible
