Establishes the Nebraska Medical Cannabis Commission (3-5 members, including Nebraska Liquor Control Commission members as ex officio) to regulate medical cannabis cultivation, processing, manufacture, distribution, transportation, sale, delivery, and testing

Creates a patient and caregiver registry requiring enrollment for qualified patients and registered caregivers, with application fees capped at $30 and two-year registration periods

Establishes a practitioner directory for health care practitioners who may issue written recommendations, with enrollment fees capped at $150 and two-year enrollment periods

Allows qualified patients to possess up to five ounces of cannabis; requires written recommendation from enrolled practitioner valid for two years; patients under 18 or under guardianship need parental/guardian permission

Directs all sales tax proceeds from dispensary sales to qualified patients and registered caregivers to the School District Property Tax Relief Credit Fund; exempts medical cannabis from the state's marijuana and controlled substances tax
