Transfers authority to distribute Nebraska's laws, journals, and statutes from the Secretary of State and Supreme Court to the Clerk of the Legislature

Allows session laws, legislative journals, and statutes to be published and distributed in print or electronic format, with format decisions made by the Clerk of the Legislature with Executive Board approval

Maintains existing distribution quotas for counties based on population classification (Class 1 counties: 3 sets maximum; Class 7 counties: 25 sets maximum)

Preserves detailed distribution lists specifying copy quantities for state officials, agencies, courts, and institutions (e.g., 35 copies to University of Nebraska College of Law, 16 copies to Supreme Court and Legislative Council)

Authorizes the Clerk of the Legislature to sell superseded statute volumes for $1 per volume, with proceeds credited to the Nebraska Statutes Cash Fund and Nebraska Statutes Distribution Cash Fund
