Prohibits all public power suppliers in Nebraska from exercising eminent domain authority beginning on the effective date of the act

Defines "public power supplier" to include public power districts, municipal electric utilities, and any other government entity providing electric service

Amends Section 70-670 to add an exception barring districts organized under Chapter 70, article 6 from using eminent domain powers after the act takes effect

Removes the provision in Section 70-1409 that granted joint public power authorities the same eminent domain powers as public power districts
