Adds county bonds sold to underwriting firms through competitive sales (including method described in section 10-145) to the list of bonds exempt from the standard 5-year redemption option requirement

Removes mandatory procedural requirements for bond call notices, including the previous requirement to mail notice at least 30 days prior to prepayment and to specify bond dates, purposes, and numbers in the calling resolution

Allows bond call resolutions or ordinances to condition redemption upon the issuance of refunding bonds or similar events that produce funds necessary for prepayment

Changes bond call procedures from mandatory ("shall") to permissive ("may") language, giving issuers more flexibility in the redemption process
