Prohibits Nebraska postsecondary institutions and their affiliates from accepting gifts, grants, contracts, research sponsorships, or funding from designated foreign adversaries including China, Russia, Iran, North Korea, and Qatar, as well as entities like Confucius Institutes, Al Jazeera, Qatar Foundation, and Muslim Brotherhood-affiliated organizations

Requires institutions to report any foreign contract or gift valued at $10,000 or more (or $50,000 aggregate annually) to the Coordinating Commission for Postsecondary Education within one month, including donor identity, country of origin, terms, and any conditions attached to the funding

Imposes penalties including forfeiture of prohibited funds to the State Treasurer, ineligibility for state research grants for up to five years, civil penalties up to $250,000 per violation, and potential loss of authorization to operate for egregious violations

Mandates closure of any Confucius Institute or Qatar-funded programs by December 31, 2026, and prohibits student or scholar associations from coordinating with foreign adversaries

Appropriates $250,000 annually each to the Nebraska State Patrol for law enforcement training and to the Attorney General for investigations, with the Auditor required to audit at least 10% of institutions annually for compliance
