Expands the Nebraska Public Service Commission's authority to investigate all railroad accidents resulting in loss of life or injury to any person or property, removing previous limitations

Eliminates the restriction that only applied mandatory reporting to accidents involving non-railroad employees at crossings or involving explosions, fires, or noxious fumes

Requires railroad corporations to report covered accidents to the commission within 24 hours by writing or telephone

Mandates railroads provide the commission a copy of the same report submitted to the Federal Railroad Administration

Removes the requirement that the commission must promptly investigate and file reports on accidents, making commission investigations discretionary rather than mandatory
