Requires the Department of Health and Human Services to file a state plan amendment to pay child care providers based on a child's enrollment or authorized hours rather than actual attendance

Amends section 68-1206 of the Revised Statutes governing the federal Child Care Subsidy program administration in Nebraska

Maintains existing child care assistance eligibility at 185% of federal poverty level before October 1, 2026, dropping to 130% on and after that date

Preserves transitional child care assistance for families whose income exceeds initial thresholds, continuing until income reaches 85% of state median income
