Expands Military Honor Plates to include United States Space Force and adds Inherent Resolve Campaign Medal to qualifying service medals, with Space Force plates available starting January 1, 2026

Creates new "veteran" license plate designs beginning January 1, 2026, including one with the internationally accepted wheelchair symbol for permanently disabled veterans

Lowers the disabled veteran license plate eligibility threshold from 100% service-connected disability to 10% service-connected disability, effective January 1, 2026

Allows trusts to obtain Military Honor Plates, disabled veteran plates, and Purple Heart plates beginning January 1, 2026 if a designated beneficiary qualifies for such plates

Reduces the minimum annual registration threshold for Military Honor Plates from 500 to 100 vehicles per year before the department must cease issuing them
