School district elections for bond issuance, property tax levy increases, or exceeding tax levy limitations must be held in conjunction with statewide primary/general elections or odd-numbered year political subdivision elections, rather than at standalone special elections

Special elections for school districts are only permitted in emergency circumstances beyond the school board's control, such as destruction of facilities by fire, flood, or tornado

Defeated ballot questions cannot be resubmitted for at least 10 months after the prior election, eliminating the previous 6-month waiting period

Joint entities that include Nebraska school districts or educational service units must hold bond elections in compliance with the new election timing requirements, with at least 50 days notice required

Repeals section 10-703.01 governing special school bond elections and amends 13 existing statutes related to election procedures for governmental units, school districts, and political subdivisions
