Public school districts must adopt policies prohibiting student use of electronic communication devices (including cell phones) on school property and at school functions prior to the 2025-26 school year

Policy development must include stakeholder participation from students, parents, and educators to address each community's unique needs

Exceptions to the prohibition include: students with IEPs or 504 plans requiring device use, district-authorized educational purposes, emergencies, health monitoring needs, and situations deemed appropriate by school boards or employees

School boards may include discipline and enforcement mechanisms that limit student access to devices, provided these align with existing student conduct requirements under section 79-262

Schools are not authorized to monitor, collect, or access information on student-owned devices not provided by the district for academic use
