Creates the Regional Mental Health Expansion Pilot Program Act to fund county law enforcement agencies to expand mental health beds and encourage regional cooperation, addressing shortages of mental health professionals and long travel distances for treatment, particularly in rural areas

Adds "military or veteran status" as a protected class against discrimination across multiple areas including employment, housing, public accommodations, jury selection, lending, and real estate transactions, while preserving veterans preference programs

Eliminates the Division of Parole Supervision as a separate entity and transfers its functions to the Department of Correctional Services, consolidating parole administration under the Director of Correctional Services

Removes the minimum nine-month period of post-release supervision for Class III and IIIA felonies, changes "sexual abuse by a school employee" to "sexual abuse by a school worker" to include contract workers, and modifies the habitual criminal sentencing enhancement to remove the requirement that a prior felony conviction involve sexual contact or penetration

Allows mental health board hearings and evaluations under the Nebraska Mental Health Commitment Act and Sex Offender Commitment Act to be conducted via videoconferencing with party agreement, and permits detention of persons in emergency protective custody at jails with available mental health beds under the new pilot program
