Creates the Nebraska Consumable Hemp Control Act to regulate retail sales of consumable hemp products (hemp products intended for human or animal consumption by inhalation or ingestion, excluding topicals and FDA-recognized safe seeds)

Establishes the Nebraska Consumable Hemp Control Commission, which consists of the same members as the Nebraska Liquor Control Commission, to issue retail licenses, conduct inspections, and enforce regulations

Sets minimum age of 21 to purchase, possess, or consume consumable hemp products, with Class III misdemeanor penalties for minors and Class II misdemeanor penalties for adults who provide products to minors

Requires retail licenses ($500 annual fee plus $400 initial application fee or $45 renewal fee), child-resistant packaging, product labeling with cannabinoid content and warnings, and independent lab testing for compliance

Imposes a 3% excise tax on sales from distributors to retailers, with local governments permitted to add occupation taxes up to 20% of the state excise tax
