Amends section 79-1003 of Nebraska's Tax Equity and Educational Opportunities Support Act to change how "formula students" are calculated for state aid purposes

Changes the weighting for qualified early childhood education students from "one hundred sixty percent" (160%) to "one hundred percent" (100%) in the formula student calculation

Applies to both the certified state aid calculation under section 79-1022 and the final state aid calculation under section 79-1065

Effectively reduces the funding multiplier for pre-kindergarten students enrolled in approved early childhood education programs from 1.6 to 1.0
