Creates the Child Care Safety and Security Fund administered by the State Department of Education to provide competitive grants to educational service units for emergency preparedness in child care facilities

Establishes emergency response notification systems, safety and reunification procedure training, and distribution of safety materials for licensed child care programs, Head Start, and Early Head Start programs

Caps grant funding at $1,000 per year per designee for each of three categories: emergency notification systems, safety materials distribution, and safety/reunification training

Requires designees (school districts, cities, law enforcement, health departments, or emergency management agencies) to enter memoranda of understanding with educational service units and submit department-approved security and safety plans

Mandates annual electronic reporting to the Legislature by December 1 on grant recipients, fund usage, children served, and denial reasons
