Creates a grant program through the Department of Economic Development to fund real estate projects that develop or rehabilitate affordable commercial space in economically distressed areas, with annual funding of $46.5 million from the General Fund

Targets small developers (fewer than 50 employees, under $5 million annual revenue) and emerging developers (in operation less than 10 years with limited financing access and fewer than three projects over $1 million)

Offers multiple grant categories: up to 20% of project costs ($20 million annual cap), up to 10% for securing private financing ($10 million cap), up to 15% of down payments capped at $200,000 ($5 million cap), and up to $50,000 for job training ($2.5 million cap)

Provides additional grants for sustainability features including up to $50,000 for renewable energy, $75,000 for green building certification, and $30,000 for community wellness features, with maximum total grants of $3.5 million per project

Defines economically distressed areas as qualified census tracts or areas with unemployment at least 150% of the state average and poverty rates of 20% or higher
