Requires landlords to provide detailed written notice within 20 days when denying an application, specifying whether the denial was based on consumer reports, criminal records, rental history, employment verification, or other reasons

Violations are enforceable under the Consumer Protection Act by the aggrieved tenant or Attorney General, with civil penalties up to $300 per knowing violation plus court costs and attorney's fees
