Expands the definition of "child pornography" to include computer-generated images created using artificial intelligence or digital technology that are indistinguishable from depictions of real children engaged in sexually explicit conduct

Creates new criminal offense for knowingly receiving child pornography, in addition to existing possession offenses, with Class IIA felony penalties for adults 19 and older

Establishes enhanced penalties (Class IC felony) for repeat offenders previously convicted of "covered offenses" including sexual assault, child enticement, and child pornography crimes

Consolidates and transfers provisions from the Nebraska Criminal Code into the Child Pornography Prevention Act, standardizing terminology by replacing "visual depiction of sexually explicit conduct" with "child pornography" throughout multiple statutes

Repeals section 28-1463.04 and amends over 20 related statutes to harmonize definitions and cross-references across criminal, civil, and regulatory codes
