Amends Nebraska statute 74-1335 to define "successor in interest" of a railroad as any agent, successor, assignee, trustee, receiver, or other person acquiring interests or rights in railroad land, including holders of servient estates or reversion rights

Requires railroads and their successors in interest to provide and maintain at least one adequate crossing for landowners who own property on both sides of a railroad right-of-way

Allows affected landowners to file written complaints with the Nebraska Department of Transportation if crossings are inadequate or unsafe

Authorizes the Department to investigate complaints, hold hearings, and order overhead, underground, or grade crossings, wing fences, or crossing relocations as needed for safety

Landowners must pay one-half of costs exceeding $1,500 for special crossings that require expenditures above that threshold
